Lazer, política e sociedade: as contribuições da SEJEL para os feirantes do Ver-o-Peso / Leisure, politics and society: the contributions of the fairground SEJEL for O-Ver-Weight

O presente estudo objetiva analisar as contribuições políticas das práticas sociais do lazer promovidas pela Secretaria Municipal de Esporte, Juventude e Lazer (SEJEL) para os feirantes do Ver-o-Peso (2018 a 2019) privilegiando o lazer no cotidiano dos feirantes enquanto direito social. Questões norteadoras: Existe alguma contribuição política pela SEJEL que garanta o Lazer enquanto direito Social em prol dos feirantes do Ver-o-Peso. Se existe? Como existe? Problema ­Como contribuir para as políticas da SEJEL que garanta o Lazer enquanto direito social, em prol dos feirantes do Ver-o-Peso? Metodologia: pesquisa documental qualitativa, enfoque materialismo dialético, método dialético, coleta de dados: jornal, vídeo, blog da SEJEL, leis, projeto de lazer da prefeitura para os feirantes. Resultado: as políticas da SEJEL estão enquadradas com um significado recreativo, havendo necessidade da efetivação de políticas públicas de lazer consolidadas com os feirantes para a compreensão enquanto direito social, e, também por parte dos governantes quando o mesmo está sendo vivido e entendido pelas vias do senso comum somente como descanso, entretenimento e mercadoria. A promoção social do lazer pode estar atrelada a um serviço muitas vezes de forma limitada e alienante de convívio social.

Objective: to analyze the contributions of the social practices of leisure promoted by the municipal Sport, Youth andSport (SEJEL) to the vendors of the Ver-o-Peso (2018 to 2019) for the quality and style of life of them, as well as for that leisure becomes privileged in everyday merchants and practice as a social right of citizenship under the foundations of public policies of leisure. Methodology: qualitative desk research, focus dialectical materialism, dialectical method, data collection, newspaper, video, blog SEJEL, laws, leisure project of city hall to the fairground. Result: The public policies of social practices of leisure SEJEL (2008 to 2012) is framed with a recreational significance, requiring the execution of public policy leisure consolidated with the vendors to understand as a social right, and also by the rulers when it is lived and understood by way of common sense only as entertainment and merchandise. The social promotion of leisure can be linked to a service often quite limited and alienating.

Festas de aparelhagem em Belém - Pará: lazer dos celebrantes na visão dos comandantes / Soundsystem parties in Belém ­ Pará: the leisure of the celebrants on the view of the commandants

As festas de aparelhagem são fenômenos socioculturais originados nas áreas periféricas de Belém ­ Pará, que ganharam grandes proporções até se tornarem verdadeiros eventos de expressão da cultura e do lazer paraense. Este estudo analisou o fenômeno do lazer vivenciado a partir da perspectiva dos DJs que conduzem as festas. O estudo consiste em uma pesquisa de campo, de cunho qualitativo, realizada via formulário com método de análise que divide o conteúdo em categorias analíticas. A seleção dos sujeitos da pesquisa se deu pela técnica bola de neve, entrevistando 15 DJs que fazem parte do cenário da aparelhagem no Pará. O estudo pôde visualizar como se desenvolveu esse fenômeno, qual visão os DJs têm sobre o evento e como percebem o lazer entre seu público. É unanime a percepção das aparelhagens como dispositivos populares que perpassam barreiras, possibilitando a construção de espaços democráticos e inclusivos.

The Soundsystem Parties are sociocultural phenomenon, traditional from the peripheral areas of Belém ­ Pará that has earned significant proportions and became an expression of Pará's culture. This study analyzes the leisure phenomenon as observed by the DJs' who hosts these events. To achieve this goal, we have performed a qualitative field survey, carried through a form employing an analytic method and sorting the material into categories to be categorized into different analytic groups. The subjects selection followed the "snowball" technique, interviewing 15 DJs who are part of the Soundsystem scene in Pará. The study was able to visualize how this phenomenon developed, the DJs' view on the event and how they perceive leisure among their audience. The perception of sound systems as popular devices that reach beyond boundaries is unanimous, enabling the constitution of democratic and heterogeneous cultural spaces.

O direito esquecido pelo tempo consumido: lazer e mobilidade urbana em Belém-PA / The law forgotten for consumed time: leisure and urban mobility in Belém/PA

Mobilidade urbana e lazer são temas amplamente estudados, porém, pouco associados. Almejando estabelecer essa relação, e partindo do princípio de que ambos são fenômenos inerentes à cidade, busca-se discorrer sobre o assunto a partir do contexto domunicípio de Belém. Objetivou-se compreender, especificamente, o tempo para o lazer dos universitários que residem no Distrito de Icoaraci, considerando a perspectiva deles acerca das condições de mobilidade urbana. Para tanto, buscou-se verificar qual é a opinião dos universitários sobre planejamento urbano e qualidade do transporte público de Belém; apurar a média de tempo gasto diariamente para deslocamento (tempo de viagem); e identificar se os universitários conhecem e participam das políticas públicas de esporte e lazer desenvolvidas em Icoaraci. Trata-se de uma pesquisa de levantamento, de caráter quantitativo, de nível exploratório, cuja técnica de coleta de dados utilizada foi o formulário online. Obteve-se como resultado que a maior insatisfação dos participantes da pesquisa, a respeito do transporte público, é o tempo de viagem. Ademais, a maior parte avaliou a mobilidade urbana do município como ruim, e quando questionados sobre tempo para o lazer no dia a dia, "às vezes" teve o maior índice. Além disso, verificou-se que poucos sabem da existência de políticas públicas de esporte e lazer em Icoaraci e uma parcela menor ainda participa das mesmas. Conclui-se, nessa primeira aproximação com a temática, que, embora existam leis e diretrizes acerca demobilidade urbana e lazer no âmbito da cidade, a promulgação dessas não tem sido acompanhada por sua efetivação.

Urban mobility and leisure are widely studied themes, however, little associated. Desiring to establish this relationship, and assuming that both are phenomena inherent to the city, it is sought to discuss the subject from the context of the Municipality of Belém. In order to specifically understand the leisure time of University students residing in the District of Icoaraci, considering their perspective on the conditions of urban mobility. Therefore, we sought to verify the opinion of university students about urban planning and quality of public transportation in Belém; calculate the average amount of time spent daily for travel (travel time); and identify if the University students know and participate in the public policies of sports and leisure developed in Icoaraci. This is a survey, quantitative and exploratory level and the technique of data collection used was online form. As a result, the greatest dissatisfaction among survey participants with respect to public transportation is travel time. In addition, most evaluated the urban Mobility of the municipality as bad, and when asked about leisure time in the day to day, "sometimes" had the highest index. In addition, it was verified that few know if there are public policies of sport and leisure in Icoaraci and a smaller part still participates in them. It is concluded, in this first approach with the theme that although there are laws and guidelines on urban mobility and leisure within the city, the promulgation of these, has not been accompanied by its effectiveness.

O objetivo do estudo foi analisar as brincadeiras de raízes indígenas do povo Tembé do Alto Rio Guamá, considerando a existência de uma relação ambivalente entre tradição e modernidade. Para tanto, delimita o olhar sobre as brincadeiras tradicionais direcionadas pela abordagem qualitativa. Num primeiro momento, foi realizado um levantamento bibliográfico e, posteriormente, trabalho em campo para coleta de dados que aconteceu por meio de entrevistas guiadas com participação indígenas. Analisou-se a influência social e cultural do uso das tecnologias no cotidiano das crianças indígenas, onde as mesmas têm se apropriado da identidade de sua comunidade, substituindo silenciosamente os hábitos tradicionais que geravam interação com a comunidade e o meio ambiente. Relacionando as brincadeiras que fazem parte da cultura indígena com as brincadeiras atuantes de culturas externas buscou-se respostas para os seguintes questionamentos: As brincadeiras de raiz do povo Tembé do Alto Rio Guamá tem se modificado com a influência tecnológica dos povos externos? De que forma é possível manter a tradição das brincadeiras tradicionais frente aos avanços da tecnologia no mundo moderno?

The objective of the study was to analyze the indigenous roots of the Tembé people of the high Rio Guamá, considering the existence of an ambivalent relationship between tradition and modernity. To do so, it delimits the look on the jokes directed by the qualitative approach. At first, a bibliographical survey was carried out and, later, fieldwork for data collection that happened through guided interviews with indigenous participation. It was analyzed the social and cultural influence of the use of technologies in the daily life of indigenous children, where they have appropriated the identity of their community, silently replacing the traditional habits that generated interaction with the community and the environment. Relating the jokes that are part of the indigenous culture to the playful acts of external cultures, we sought answers to the following questions: Have the root games of the Tembé people of the high Rio Guamá been modified by the technological influence of the external peoples? In what way is it possible to maintain the tradition of traditional games against the advances of technology in the modern world?
